On 6/8, the Civil Aviation Authority of Thailand (CAAT) announced a new regulation. This rule permits security personnel to open checked baggage for inspection without the owner present, effective from 16/10. It applies to checked luggage that has undergone X-ray screening and is suspected of containing illicit items or objects that could compromise flight safety.

Inspections will occur in a designated, recorded area for monitoring. Baggage owners will receive notification after the process concludes. CAAT recommends passengers use luggage equipped with TSA-approved locks. These locks enable security personnel to open them for inspection without causing damage to the lock or the baggage itself.

Many countries, including Singapore, Japan, South Korea, the US, and several nations in Europe and the Middle East, already implement this procedure. Not having to wait for the baggage owner significantly shortens inspection times, reducing potential disruptions to flight schedules.

CAAT first announced the regulation in February. This allowed relevant parties to prepare for its implementation and gave passengers time to switch their luggage locks if needed. Following its official enforcement, passengers can submit feedback or complaints through CAAT's designated portal.
