General Secretary To Lam's special envoy meets with Russian leaders

Foreign Minister Le Hoai Trung held meetings with the chairman of the United Russia party and the chairman of the Communist Party of the Russian Federation in Moscow.

Foreign Minister Le Hoai Trung, special envoy of General Secretary To Lam and Politburo member, met with Dmitry Medvedev, chairman of the United Russia party, and Gennady Zyuganov, chairman of the Communist Party of the Russian Federation, in Moscow on 24/2. The purpose of these meetings was to inform them about the outcomes of the 14th National Party Congress, according to the Ministry of Foreign Affairs.

During both meetings, Minister Le Hoai Trung detailed the main points of the Party Congress. The Congress emphasized transitioning to a growth model based on science, technology, and digital transformation, linking economic development with socio-cultural progress and environmental protection. Notably, for the first time, foreign affairs were identified as a crucial and regular task, alongside national defense and security.

Minister Le Hoai Trung reiterated Vietnam's consistent emphasis on its comprehensive strategic partnership with Russia, as well as its relations with the United Russia party and the Communist Party of the Russian Federation. He also presented proposals to enhance cooperation between the Communist Party of Vietnam and the two Russian parties in the coming period.

Both chairmen praised Vietnam's achievements in its Doi Moi (Renovation) process under the leadership of the Communist Party of Vietnam. Mr. Medvedev affirmed Vietnam as an important and reliable partner for Russia in the Asia-Pacific region. He proposed key areas for cooperation, expressing readiness to collaborate with Vietnam in fields such as nuclear power, national defense and security, science and technology, culture, and education.

The chairman of the United Russia party stressed the importance of inter-party cooperation, implementing previously signed agreements, and moving towards signing a cooperation plan between the Communist Party of Vietnam and the United Russia party for the 2026-2028 period. This plan includes cadre training and boosting cooperation between the political academies of the two parties. He also suggested holding a joint cooperation mechanism meeting in late 2026-2027, promoting cooperation between the youth movements of the two parties, and effectively organizing the cross-year of scientific and educational cooperation in 2026.

The chairman of the Communist Party of the Russian Federation agreed to coordinate efforts to promote relations through the party channel, particularly in theoretical exchanges. He also supported cooperation through parliamentary channels, between localities where the Communist Party of the Russian Federation has representatives in local governments, and among the social organizations of both parties.

During the meetings, both sides also exchanged information and discussed regional and international situations of mutual concern.

Minister Le Hoai Trung extended an invitation from General Secretary To Lam and the Central Committee to the chairman of the United Russia party and the chairman of the Communist Party of the Russian Federation to visit Vietnam at a suitable time. Mr. Medvedev and Mr. Zyuganov expressed their thanks and accepted the invitation.
