India's embassy in Tehran issued an advisory on 23/2, urging its citizens in Iran to leave the country using available transportation, including commercial flights. This directive comes "given the evolving complex situation in Iran".
The Ministry of External Affairs estimates that approximately 10,000 Indian citizens typically reside in Iran. The advisory further cautioned, "All Indian citizens and those of Indian origin should exercise extreme caution, avoid protest areas, maintain contact with the embassy, and monitor local media for updates on any developments".

This warning precedes Indian Prime Minister Narendra Modi's visit to Israel on 25/2. Israeli Prime Minister Benjamin Netanyahu stated on 22/2 that the visit would help forge a new alliance against "radical adversaries". India has consistently expanded cooperation with Israel in defense, agriculture, technology, and security sectors. Simultaneously, India fosters strong relationships with Gulf nations and Iran, including its involvement in the development of Iran's Chabahar port.
The heightened tensions are underscored by an unprecedented US military buildup near Iran. US forces operating in the region include two carrier strike groups, comprising at least 15 warships, over 60 fighter jets, and numerous support and refueling aircraft. This represents the largest US air and naval presence in the Middle East in decades.

Despite the escalating concerns, Iranian officials stated on 22/2 that negotiations with the US were positive and showed prospects for an agreement, but affirmed that Tehran was prepared for any scenario. India is not alone in its concerns; several other nations, such as Poland, Serbia, and Sweden, have also urged their citizens to leave Iran due to deteriorating security concerns.
