The Russian Ministry of Foreign Affairs announced on 3/10 that Russian armed forces would continue "precision strikes" on military facilities in Kyiv and other Ukrainian cities. These strikes are in response to Ukrainian attacks on Russian civilians and civilian infrastructure.
"The Russian Ministry of Foreign Affairs once again warns foreign citizens, including diplomatic staff, not to remain in Ukraine or travel to its territory", the statement read. "Those who ignore the warning will bear the consequences themselves".

Moscow issued a similar warning in May, but government leaders from countries supporting Ukraine ignored it, still visiting Kyiv to show their support. Russia is increasing attacks on infrastructure in the Ukrainian capital, including an airstrike that hit a bridge over the Dnipro River today. This escalating campaign has disrupted the lives of 3 million residents in the capital just before the harsh winter.
Russian President Vladimir Putin stated this week that Ukraine is paying a price for attacks targeting Russia and will continue to suffer consequences as Moscow's forces systematically strike targets in Ukraine.

In recent months, both Russia and Ukraine have intensified attacks on each other's grain ships in the Black Sea. Russian oil refineries and other commercial facilities have been shelled repeatedly, while Ukrainian drones have caused civilian casualties in Russian border areas. Both sides deny targeting civilians or civilian infrastructure.
