Prime Minister Pham Minh Chinh held talks with Russian Prime Minister Mikhail Mishustin in Moscow on 23/3, during an official visit from 22-25/3. Mishustin affirmed Russia values the comprehensive strategic partnership between the two nations, considering Vietnam a leading partner in the Asia-Pacific region and always seeking to further enhance the effectiveness of bilateral cooperation across all sectors, according to the Ministry of Foreign Affairs.
The two sides agreed to continue strengthening dialogue, consolidating political trust, and promoting contacts and delegation exchanges at all levels and through all channels.
Vietnam and Russia affirmed their determination to elevate economic, trade, and investment cooperation to become a spearhead, pioneering bilateral collaboration. They committed to effectively implementing the free trade agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member, further opening markets for each other's exports, and promoting bilateral investment activities.

The leaders emphasized energy and oil and gas cooperation as a traditional sector, symbolizing effective collaboration between the two nations, and affirmed their determination to elevate this strategic cooperation area, effectively implementing key cooperation projects.
Additionally, Vietnam and Russia agreed to promptly research and expand cooperation in new energy, clean energy, and renewable energy sectors, contributing to green transition and sustainable development.
The two leaders welcomed and affirmed the signing of the agreement between the two governments on cooperation in building a nuclear power plant in Vietnam, considering it a significant step in bilateral cooperation in nuclear energy for peaceful purposes and believing it will be a new symbolic project for Vietnam-Russia friendship.

Prime Minister Pham Minh Chinh and Prime Minister Mikhail Mishustin highly appreciated the signing of additional cooperation agreements between businesses of the two countries in energy, oil and gas, and transportation sectors during the visit. This will effectively implement signed protocols and intergovernmental agreements, contributing to ensuring energy security in the current context.
Vietnam and Russia agreed that cooperation in science and technology needs to become a new pillar of cooperation. They committed to promoting exchange activities within the framework of the Cross-Year 2026 on Science and Education, leveraging existing cooperation platforms, and further expanding potential projects, especially in information technology and artificial intelligence (AI). They also agreed to broaden scientific research cooperation within the framework of the Vietnam-Russia Tropical Center.
Prime Minister Pham Minh Chinh encouraged Russia to participate in consulting, designing, technology transfer, and building subway systems in Vietnam, particularly in major cities such as Hanoi and Ho Chi Minh City.
The two sides emphasized the need to further strengthen agreements in humanitarian cooperation and people-to-people exchanges, including education and training, culture, and tourism cooperation.
Prime Minister Pham Minh Chinh requested Russia to continue assisting Vietnam in training high-quality human resources and increasing the number of scholarships for Vietnam, especially in digital technology, new technologies, biomedical science, transportation, basic sciences, and academic arts.

After the talks, the two prime ministers jointly witnessed the signing ceremony of the agreement between the Government of Vietnam and the Government of Russia on cooperation in building a nuclear power plant in Vietnam.
On the same day, at the headquarters of the Federation Council (Senate) of Russia in Moscow, Prime Minister Pham Minh Chinh also met with Chairwoman of the Federation Council of Russia Valentina Matviyenko.
