Prime Minister Pham Minh Chinh laid a wreath on the morning of 23/3, commemorating President Ho Chi Minh at his monument in the capital city of Moscow. President Ho Chi Minh was a friend of the Russian people and established the foundation for the traditional friendship between the two nations, according to Vietnam News Agency.
The President Ho Chi Minh monument in Moscow was inaugurated on 18/5/1990, marking the 100th anniversary of President Ho Chi Minh's birth. It stands in Ho Chi Minh Square, Akademichesky district, Russia's capital. This structure bears historical and cultural significance, symbolizing the deep friendship between the two countries.

Sculptor Vladimir Efimovich Tsigal and architect Roman Grigoryevich Kananin designed the work. The main statue, cast in bronze and stone, portrays President Ho Chi Minh. At the base of the statue is an image of a Vietnamese young man poised to rise, with two bamboo trees and tropical fruits behind him.
The sculptor Tsigal drew inspiration for the sun and bamboo images, symbols of the Vietnamese nation's vitality and resilience, after his visit to Vietnam in 1985.
Engraved on the monument's pedestal is a Russian inscription: "Nothing is more precious than independence, freedom", a famous quote by President Ho Chi Minh, expressing the patriotism and aspiration for freedom of the Vietnamese people.

On the same day, the Prime Minister laid flowers at the Tomb of the Unknown Soldier, located by the western wall of the Kremlin. This site commemorates Red Army soldiers who died in the Great Patriotic War (1941-1945).
Since 1997, by decree of the Russian President, the Kremlin Regiment's changing of the guard ceremony has been held hourly here. It has become a solemn symbol, attracting many tourists and locals who come to pay their respects.

Prime Minister Pham Minh Chinh is on an official visit to Russia from 22-25/3, at the invitation of his counterpart Mikhail Mishustin. The Prime Minister is scheduled to hold talks with Prime Minister Mishustin, and meet with President Vladimir Putin, Chairwoman of the Federation Council Valentina Matviyenko, and Chairman of the State Duma Vyacheslav Volodin.
Vietnam and Russia established diplomatic relations in 1950, upgrading to a Comprehensive Strategic Partnership in 2012. In 2025, two-way trade turnover reached USD 4.77 billion, according to Vietnam Customs.
