The decision was made to express sorrow and stems from the special Vietnam-Laos relationship, according to a special announcement by the Ministry of Foreign Affairs today.

During the period of national mourning, government agencies and public offices nationwide, as well as Vietnam's representative agencies abroad, will fly flags at half-mast with mourning bands as stipulated. Public entertainment and recreational activities will not be organized.

Lao National Assembly Chairman Xaysomphone Phomvihane passed away at 11h18 on 8/8, aged 70.

In a special announcement on 9/8, the Central Committee of the Communist Party of Vietnam, the National Assembly, the State President, the Government, and the Central Committee of the Vietnam Fatherland Front stated that Mr. Xaysomphone Phomvihane played a significant role in inheriting, nurturing, and developing the great friendship, special solidarity, comprehensive cooperation, and strategic bond between Vietnam and Laos.

"His passing is a great loss for Laos and for Vietnam-Laos relations", according to the special announcement.

Born on 12/12/1956 in Nameo commune, Viengxay district, Houaphanh province, Mr. Xaysomphone Phomvihane held leadership positions at local levels and across many sectors before assuming the role of Lao National Assembly Chairman in 1/2021. He made significant contributions to parliamentary diplomacy, enhancing Laos' role and standing internationally.

The Central Committee of the Lao People's Revolutionary Party, the National Assembly, the Government, and the Central Committee of the Lao Front for National Construction are organizing a five-day national mourning period for National Assembly Chairman Xaysomphone Phomvihane, from 9 to 13/8. The funeral service will be held on 13/8 at That Luang Square.

National Assembly Chairman Tran Thanh Man will lead a high-ranking delegation from the Vietnamese Party and State to pay respects to Lao National Assembly Chairman Xaysomphone Phomvihane in Vientiane.
