Beginning 1/7, Hanoi will deploy technology in parking operations across approximately 3,000 licensed parking lots and facilities. Of these, 100% of car parking lots must implement electronic toll collection.
According to the Hanoi People's Committee's plan, this phased implementation aims to digitize parking operations, enhance management transparency, and facilitate data sharing with state agencies.
For parking facilities and lots throughout the city, including those in apartments, schools, hospitals, parks, and outdoor areas, phase one commences on 1/7. During this phase, all car parking lots must utilize technology solutions and operate with electronic toll collection for service fees.

For cars, the process involves scanning an electronic toll collection (ETC) tag affixed to the windshield or headlight. These regulations apply to licensed parking lots within the city, not to private services like basement parking in buildings.
For motorcycle parking facilities, 100% of operators must use technology for management, operation, and exploitation, ensuring data connection and sharing with state management agencies. The plan does not yet mandate electronic toll collection for motorcycles, unlike cars.
Regarding bus stations within the city, Hanoi requires all type 1 urban bus stations to complete electronic toll collection implementation by 31/12/2026. Type 2 bus stations must complete this by 30/6/2027.
In phase two, to be completed by 31/12/2030, the city will review all temporary parking lots and facilities, finalize infrastructure, and establish necessary conditions for the comprehensive implementation of electronic toll collection technology city-wide.

Currently, Vietnam's electronic toll collection market features two main service providers: VETC (operated by Tasco) and ePass (operated by Viettel). These systems are active on most expressways and numerous parking lots, allowing vehicles with electronic tags or accounts to pay automatically upon entry and exit, eliminating the need to stop or use cash.
