The incident began when a pickup truck and a dashcam-equipped vehicle both turned left onto the access road at the IC7 junction, leading to the expressway. The access road has multiple lanes. The pickup initially turned into lane one, while the dashcam vehicle entered lane two (from the left). Suddenly, the pickup swerved diagonally into lane two, forcing the dashcam vehicle to move to lane three and sound its horn.
Following this seemingly minor incident, the pickup truck accelerated, cut off the other vehicle, causing a collision before driving away. However, the incident did not end there. The pickup then reversed, and the driver rolled down their window to argue.
Regarding driving skills, when merging lanes, drivers are obligated to yield to vehicles already in the lane they intend to enter, in addition to signaling. Cutting across the path of another vehicle to merge poses a significant safety risk to oneself and others. The situation became more serious when the pickup driver, after the initial fault, accelerated to cut off the straight-going vehicle, causing a collision, intentionally endangering others.
Subsequently, instead of pulling over to the roadside to address the consequences, the pickup driver reversed in the middle of the road, stopping parallel to the vehicle involved in the collision, solely to argue over who was right or wrong.
According to Decree 168/2024, an improper lane change causing an accident is punishable by a fine of 20-22 million VND and a deduction of 10 points from the driver's license. The act of reversing on a one-way street carries a fine of 2-3 million VND.
