The incident involved a bus making a U-turn, which obstructed vehicles coming from the opposite direction, before turning right into a road restricted to cars. This particular road leads to Ring Road 3, but its narrow width makes it suitable only for motorbikes. Notably, the designated car ramp to Ring Road 3 was located just 50 meters further ahead.
Drivers are prohibited from making arbitrary U-turns that obstruct other traffic, as such actions risk localized congestion. It is particularly important to remember that cars are not permitted to enter restricted roads.
According to Decree 168/2024, cars making U-turns in unauthorized areas face fines of two to three million dong and a deduction of two points from their driving license. Furthermore, cars entering restricted roads are subject to fines of four to six million dong and a two-point deduction from their driving license.
