The incident occurred when a woman on a motorbike stopped in front of a car at an intersection to take a phone call. She remained there from the moment the traffic light changed from red to green, and then back to red, ignoring other vehicles moving around her and drivers behind her honking their horns.
Traffic law states that if a motorbike driver needs to use their phone, they must signal, pull over to the side of the road, and stop without obstructing or endangering others. Stopping abruptly in the middle of an intersection on a green light, as seen in the video, is not only illegal but also poses a significant danger to the driver themselves and other road users.
Under Decree 168/2024, stopping or parking a motorbike on the road to obstruct traffic carries a fine of 400,000 to 600,000 VND.
Furthermore, even if a vehicle is stopped, using a phone while stopped in a moving lane, as shown in the video, can be considered operating a vehicle in traffic. This offense carries a fine of 800,000 to 1,000,000 VND. If this action leads to prolonged traffic congestion or causes a traffic accident, the fine increases to 10-14 million VND, and four points will be deducted from the driver's license.
