Can passenger cars use lane two on the Phap Van - Nghi Son expressway?

I read the announcement about the maximum speed change on this expressway but am unsure if passenger cars are permitted to use lane two. (Duc Quang)

The Traffic Police Department (Cuc CSGT) under the Ministry of Public Security announced adjustments to speed limits on the Phap Van - Nghi Son expressway. Specifically, the section from Tam Diep Ward, Ninh Binh province (km288) to Truong Lam Commune, Thanh Hoa province (km386+240) will have lane-specific speed regulations. Lane one, located next to the central median, is designated for passenger cars (4-9 seats), trucks up to 3.5 tons, and passenger buses up to 29 seats, with a maximum speed of 90 km/h.

Lane two, adjacent to lane one, is now designated for sleeper buses and other remaining vehicles, with a maximum speed of 80 km/h. This change comes after all vehicles were previously allowed to travel at a maximum of 90 km/h. The primary reason for this speed adjustment is that this particular stretch of road largely traverses hilly terrain characterized by steep and continuous slopes.

This new regulation has caused confusion regarding its interpretation, leading to two distinct understandings.

The first interpretation suggests that lane two is exclusively for sleeper buses and "other vehicles," implicitly excluding those already specified for lane one. Under this understanding, passenger cars would be restricted solely to lane one.

Conversely, the second interpretation posits that "other vehicles" in lane two refers to all types of vehicles apart from sleeper buses. If this is the case, the specific designation of lane two seems redundant, as simply stating the restrictions for lane one would imply that all remaining vehicles could use lane two by default.

Given these differing interpretations, clarification from the public and authorities is requested to ensure safe and compliant travel on the expressway.
