Riding a motorbike while using a phone significantly impairs a driver's ability to observe the road, creating a substantial safety risk for both themselves and others. Under Decree 168/2024, motorcyclists caught using a phone face a fine of 800,000-1,000,000 VND and a deduction of 4 points from their driving license (GPLX). Should this action result in a traffic accident, the penalty escalates to a fine of 10-14 million VND and a deduction of 10 GPLX points.
Furthermore, before opening any car door, drivers and passengers must thoroughly check the front, rear, and sides of the vehicle. A crucial initial step involves opening the door slightly, about 15 cm, and carefully observing to confirm no pedestrians or vehicles are approaching. Only when it is deemed safe should the door be opened slowly for exit. Decree 168/2024 imposes a fine of 4-6 million VND on individuals who open a car door or leave it open in an unsafe manner. If such an action causes a traffic accident, the violator faces a significantly higher fine of 20-22 million VND.
