The incident occurred on the Han River Bridge under conditions of limited visibility due to darkness. The white car attempted to overtake another vehicle on the right on the narrow bridge, colliding with a motorcyclist traveling in the same direction. The motorcyclist was thrown onto the sidewalk, while the car sped away without stopping.
Overtaking is prohibited on single-lane bridges. This driver's actions were particularly reckless, not only overtaking on a bridge but also doing so on the right, a maneuver known for its high risk. Furthermore, the driver failed to stop and assist the injured motorcyclist.
According to Decree 168/2024, overtaking on a bridge carries a fine of 4 to 6 million VND and a penalty of two points on the driver's license. Hit-and-run incidents, where the driver fails to provide assistance to the victim, can result in fines of 16 to 18 million VND.
