Do cars entering hospitals to drop off or pick up patients have to pay for parking?

I have taken family members to several hospitals in various provinces and cities, including both private and public institutions. While private hospitals' charging policies are entirely up to the investors, I am unclear about the mechanism for public hospitals. This is because some public hospitals did not charge me when I entered to drop off a family member and immediately left, while others charged a fee as soon as I passed through the gate.

So, how is this charging practice regulated?
