On 27/9, Road Traffic Police Team No. 1, under the Gia Lai Provincial Police's Traffic Police Department, received a report from residents. The report detailed a car traveling on the road with a child sticking their head out of the sunroof while the vehicle was in motion.

According to the report, the incident occurred at the intersection of Chu Se bypass and Phan Dinh Phung street, in Chu Se commune, Gia Lai province. Immediately after receiving this information, on 28/9, Road Traffic Police Team No. 1 initiated an investigation. They identified the vehicle and summoned its owner for questioning. Through their investigation, authorities confirmed that the driver had committed violations related to ensuring passenger safety.

Based on regulations, the traffic police issued a citation and imposed administrative fines for the following offenses: allowing a person to cling to the outside of a moving vehicle, and carrying passengers in positions equipped with seatbelts who were not wearing them while the vehicle was in motion. The total fine for these violations amounted to VND 5,9 million. Additionally, the violator incurred a deduction of 6 points from their driver's license.

Specifically, the offense of carrying unbelted passengers carries a fine of VND 800,000-1,000,000 (typically VND 900,000). The offense of allowing a person to cling to the outside of the vehicle is subject to a fine of VND 4-6 million (typically VND 5 million).

The traffic police also issued a warning, emphasizing that allowing children to stick their heads, hands, or bodies out of sunroofs or car windows while a car is moving is not only a violation of traffic safety laws but also poses a significant risk of accidents. This danger is particularly high when the vehicle brakes suddenly, changes direction, avoids obstacles, or is involved in a collision. For children, adults must ensure they sit in the correct position, in accordance with safety regulations and guidelines. It is crucial to fasten seatbelts in designated positions and prevent children from sticking their heads, hands, or any body part out of windows or sunroofs while the car is operating.
