In 2024, one candidate finally obtained a driver's license after passing their 75th theory test. At a cost of 23 GBP (30 USD) per test, this individual spent 1,725 GBP (2,270 USD) on theory exams and over 90 hours in the testing room.
This is not the first instance of someone needing so many attempts to pass the theory test. A learner driver passed on their 76th attempt the previous year, and another unlucky candidate failed the theory test 128 times, incurring costs up to 2,944 GBP (3,870 USD).
The AA Driving School uncovered these figures through a freedom of information request to the Driver and Vehicle Standards Agency (DVSA).

The highest number of practical test attempts before passing in 2024 was 21, costing between 1,302 GBP and 1,575 GBP depending on the test time. A practical test costs 60 GBP on weekdays and 75 GBP for evening and weekend slots.
Two individuals failed the practical test 37 times, meaning they spent over 2,220 GBP on these attempts. The highest number of practical test attempts recorded before a pass was 43 times, with costs ranging from 2,580 GBP to 3,225 GBP.
Emma Bush, managing director of the AA Driving School, stated that passing the theory test is the first step towards obtaining a full driver's license. Therefore, candidates who have taken the test multiple times are very determined to achieve their goal.
Several factors contribute to individuals needing multiple attempts. These include stress and life pressures during the exam, or underestimating the knowledge required to pass the theory test. This is a comprehensive assessment covering everything from road signs to stopping distances and hazard perception.

Bush advises candidates to work with their instructor to book the test only when they believe they are ready to pass. If anxiety is a concern, practicing mock tests with an instructor can also be beneficial.
The theory test was introduced in 1996 and currently comprises two parts. The first part is a 57-minute session where candidates answer 50 multiple-choice questions based on the Highway Code. The second part is the hazard perception test, which requires candidates to identify hazards in video clips. Candidates must pass both the multiple-choice test (43/50) and the hazard perception test (44/75) before they can book a practical driving test.
The AA Driving School's theory test app features over 700 theory questions and hazard perception tutorial clips. Learners can utilize a flashcard feature for quick revision, access content offline, take timed mock tests, and track their progress.
