Decree 168/2024 states that drivers are responsible for ensuring their cargo is securely covered and does not fall onto the road. The penalty for dropping materials on a highway is 2-4 million VND. In addition to the fine, the offender may be required to clean up the spilled material to prevent hazards for other vehicles.
