The incident occurred when a motorbike was traveling in the middle lane of the Ring Road 3 service road. A pickup truck, driving parallel in the right lane, suddenly cut in front of it. This abrupt maneuver caused the woman driving the motorbike and the man riding pillion, who was holding a baby, to fall onto the road, narrowly avoiding a collision with a nearby truck. Following the incident, the pickup truck accelerated and fled the scene. The man attempted to pursue the vehicle, but the woman quickly stopped him. Police are currently summoning involved parties to verify and clarify the incident.

An automobile that causes an accident and then flees the scene is subject to a fine of 16-18 million VND and a deduction of 6 license points.
