Transferring to transport accounts: what happens to toll account balances?

Vietnam’s Directorate for Roads has announced that remaining toll account balances will be transferred to e-wallets or bank accounts.

According to Decree 119, vehicle owners must convert their toll accounts to transport accounts linked to a cashless payment method, such as an e-wallet, Visa card, or bank account, by 1/10/2025. Those who fail to do so will be unable to pass through toll stations.

Current toll accounts hold funds solely for road tolls and are not linked to specific vehicle owners.

In contrast, transport accounts identify the vehicle owner (and do not hold funds). They must be linked to a payment method like a bank account or e-wallet and can be used to pay for road tolls and parking fees.

To Nam Toan, Head of the Science, Technology, Environment and International Cooperation Department of Vietnam’s Directorate for Roads, addressed the issue of leftover funds in toll accounts. He stated that before 1/10, any money in toll accounts can still be used for road tolls.

After 1/10, when toll accounts are converted to transport accounts, any remaining balance will be returned to vehicle owners in one of two ways.

If the vehicle owner has an e-wallet connected to their transport account, the funds will be automatically transferred.

For those without an e-wallet, whose accounts are linked only to credit cards, the transfer process is more complex. The Directorate for Roads has requested that service providers ask vehicle owners to provide bank account details for the transfer of any remaining funds.

Toan confirmed that both methods are free of charge. The Directorate for Roads is committed to ensuring that service providers handle these remaining balances immediately after 1/10.

According to the Directorate for Roads, there are currently 6.3 million vehicles with non-stop toll accounts nationwide. Approximately 50% of vehicle owners have already converted their toll accounts to transport accounts.

An ePass representative explained that customers wishing to withdraw funds from their ePass toll accounts must follow a specific procedure: prepare a withdrawal request form, print a bank statement, provide a screenshot of their e-wallet transaction history, and provide a photocopy of their national identity card. The company will then transfer the funds to the account originally used to top up the ePass.
