In a draft circular currently soliciting public feedback, the Ministry of Finance has outlined specific fee levels for vehicle registration certificates and license plate changes.
Accordingly, fee levels will be categorized by administrative area. Area I encompasses Hanoi and Ho Chi Minh City, including all urban and suburban wards. All other localities, including the Con Dao special zone under Ho Chi Minh City, fall under Area II.
The proposed fee adjustments, as per the Ministry of Finance's proposal, are as follows:

This initiative by the Ministry of Finance aligns with the government's directive to support citizens and businesses. Previously, the Ministry of Public Security had also proposed reducing this fee, though it maintained the existing fee for changing license plates.
Currently, vehicle registration and license plate fees are regulated by Circular 60/2023 and Circular 71/2025. If the draft is approved, car buyers in Vietnam's two largest cities could save 6 million VND in total registration costs.
The draft circular also specifies that the value of a motorcycle, used to determine the applicable fee, will be its registration tax value at the time of registration. Organizations and individuals who win license plate auctions will pay registration and license plate fees according to the rates of the area they choose for registration and plate issuance.
