Hanoi projects a minimum revenue of 63,031 billion VND from the auction of these 306 projects and land plots. These land use right auctions aim to efficiently utilize available land, meet the demands of residents and businesses, and increase revenue for various government levels. This also generates capital for technical and social infrastructure development and supports the new rural development program.
The Hanoi People's Committee (HNPC) has tasked local authorities and Land Fund Development Centers with identifying and proposing projects and land plots for auction, ensuring compliance with regulations and approved master plans.
The city anticipates total land-related revenue for this year, including auctions, allocations, leases, and land use right transfers, to reach approximately 150,000 billion VND, marking a nearly 40% increase from 2025. Last year, Hanoi recorded land revenue of 107,900 billion VND, surpassing its estimate by nearly 125% and more than 2.6 times the 2024 figure. Land revenue accounted for about 15% of Hanoi's total budget in 2025.
Moving forward, the implementation of numerous large-scale real estate projects is expected to significantly contribute to Hanoi's land use revenue. Between now and 2035, the capital plans to develop five new urban areas with a total investment exceeding 4 million billion VND, covering nearly 50,000 hectares.
