Ministry of finance demands completion of surplus public property processing this year

Ministries, sectors, and localities are urged to accelerate the processing of surplus public housing and land after reorganization, preventing them from lying idle, with completion mandated by 2026.

The Ministry of Finance recently issued a dispatch to ministries, sectors, and localities regarding the arrangement, processing, and exploitation of surplus public housing and land after the restructuring of organizational apparatus and administrative units.

According to the ministry, while numerous mechanisms and policies for managing surplus public properties have been enacted, progress remains slow in some central and local agencies.

The Ministry of Finance mandates that units promptly finalize plans for processing and utilizing these facilities. Each asset must be clearly categorized for continued use, functional conversion, recovery, reallocation, transfer, or disposal as regulated. Priority for surplus land and facilities will be given to: healthcare, education, culture, sports, community activities, social welfare, public administration, and other institutions directly serving citizens and socio-economic development.

For assets within public non-business units and infrastructure assets following rearrangement, agencies can decide on or delegate their management, use, exploitation, and disposal.

Financial management agencies also require increased inspections in areas with many unprocessed public properties. Once plans are approved, units must immediately implement them, addressing idle, inefficient, or improperly used housing and land, ensuring completion this year.

Concurrently, financial agencies and related units must review, comprehensively enumerate, and update the processing progress on the surplus public property tracking software. This statistical data includes public housing and land facilities managed by agencies, organizations, or units that became surplus or no longer needed from 1/1/2025. Properties belonging to enterprises are excluded from this statistical round.

According to the Central Internal Affairs Committee, as of 17/9, ministries, sectors, and localities have completed processing, utilizing, and exploiting 11,573 surplus public properties. By the end of this year, these entities must complete the processing of 9,662 facilities that currently lack plans or are not yet in use.
