The Quang Ninh Department of Education and Training announced on the afternoon of 15/6 the findings of its investigation into allegations that an invigilator assisted a student by providing answers during a graduation exam.
The authorities reported the incident took place in exam room 1528 at the Cam Pha High School exam center, during the third exam session on the morning of 12/6. Mr. To Van Tien, a teacher from Hai Dong Secondary and High School, was identified as having "assisted a candidate with their test". He had been asked by Ms. Tran Thi Bich Hao, a teacher at Cam Pha High School, to help her son if he was assigned to invigilate the same room.
Ms. Vu Ngoc Ha, another invigilator from Nguyen Binh High School, was present in the room. Although she did not actively participate, she failed to stop Mr. Tien or report the matter to the exam center head.
The disciplinary council of Hai Dong Secondary and High School determined Mr. Tien violated exam regulations and recommended a warning. This is the third most severe of the four disciplinary actions for public employees: reprimand, warning, dismissal, and forced termination.
Ms. Tran Thi Bich Hao at Cam Pha High School faced a similar disciplinary recommendation. Despite knowing the regulations, she intentionally sought Mr. Tien's help, compromising the fairness for other students and the education sector's integrity. Ms. Ha received a reprimand, the lightest disciplinary measure.
The supervisor for exam room 1528, from Quang La Primary and Secondary School, is also awaiting disciplinary action for failing to detect the violation.
The incident came to light after the final exam session on 12/6, stemming from a Zalo group chat of class 12A8 students at Cam Pha High School. A male student in room 1528 reported that the invigilator stood close, creating pressure, and appeared to be using his answers to prompt another student. The student expressed distress over the psychological impact during his exam.
The following morning, a post detailing the incident on the social media platform Threads quickly garnered tens of thousands of interactions and rapidly spread across other platforms.
