On the morning of 13/8, the Steering Committee for the second high school graduation exam at Tuyen Quang specialized high school convened all invigilators. From 8:00, approximately 20 mobile police, traffic, public order, and security officers were deployed to the outer perimeter of the school to perform their duties. According to the plan, six police officers were assigned to assist with invigilation.

The Mobile Police Department, Tuyen Quang Provincial Police, deployed a K9 unit to patrol and help ensure the security of the re-examination.

Lieutenant Ninh Van Nam, Kane's direct handler, stated that the K9 is 5 years old. After six months of training in Soc Son, Ha Noi, Kane has been deployed to support security in various activities. The team previously used K9 units for patrols during past exams; this time, Kane has additional "duties at the exam site," though specific details were not disclosed.

This afternoon, candidates completed the necessary procedures in preparation for the two-day exam period on 14-15/8. According to the Department of Education and Training, 322 12th-grade students from Tuyen Quang specialized high school, along with four private candidates, confirmed their participation in the re-examination. Compared to the first exam, which involved 328 students, two private candidates decided they no longer need to re-take for university admission.

Previously, Lam The Hung, Deputy Director of the Department, requested Tuyen Quang specialized high school to contact each student and their family, disseminating information and providing encouragement. The students received organized review sessions and psychological support. Those from distant areas or with difficult circumstances received assistance with accommodation and travel.

Tuyen Quang province mobilized 175 personnel to participate in the re-examination. The invigilator team was selected from "the best of the best," according to Mr. Hung. This group, drawn from four schools, all received "completed tasks well or above" ratings in the previous academic year and did not participate in the first exam at Tuyen Quang specialized high school.

The head of the exam site is Dinh Phu Cuong, Principal of Thang 10 High School. The Ministry of Education and Training also established inspection teams, with personnel from Ha Noi University of Science and Technology, the Ha Noi Department of Education and Training, and other units.

Over 1,2 million candidates took the high school graduation exam on 11-12/6. Cheating at Tuyen Quang specialized high school was discovered when 299 out of 328 students there scored 9 or higher in mathematics, the highest rate nationwide.

To date, 29 individuals have been prosecuted. Initially, investigators determined collusion between parents, candidates, and teachers. However, the investigation faced challenges due to the large number of people involved. Therefore, the Ministry decided to organize a re-examination for all subjects, assigning the province to implement it. Any violating candidates will be dealt with later. The exam questions are designed to be "neither harder nor easier" than the previous exam.

The 328 candidates were also disqualified from the first university admission round. Universities stated they would determine cut-off scores based on announced quotas, not "saving spots" for this group. If their re-examination scores meet the standard scores and other conditions, they will be admitted.
