On 6/8, Cu Xuan Tien, Head of Admissions and Student Affairs at the University of Economics and Law, Vietnam National University - Ho Chi Minh City, stated that all applicants achieved a minimum IELTS score of 5.0. Many applicants scored between 5.5 and 7. Around 50 other students used TOEIC, TOEFL, or Cambridge certificates.
These applicants will receive 0.5 to 1.5 bonus points across all admission methods or have their scores converted to 8-10 for the English subject if applying based on high school graduation exam results. The system will automatically select the method with the highest score for each applicant during the admission process.
UEL’s quota this year is 2,700.
The number of English language certificates submitted to the university increased 3.7 times compared to last year. According to Mr. Tien, this is because the university awards bonus points or converts scores for use in combination with high school graduation exam results. Last year, the certificates were only used for admission in combination with academic transcripts or direct admission priority.
He also noted that the decrease in English scores on the high school graduation exam has led applicants to use English proficiency certificates to convert into admission scores.
"After the Ministry of Education and Training announced the exam results, the number of applicants submitting IELTS certificates increased by nearly 2,000," Mr. Tien said.
The bonus points and English proficiency certificate conversion system at the University of Economics and Law is as follows:
Bonus Points | Converted Score | IELTS Academic | Linguaskill | Cambridge Assessment English | TOEIC | TOEFL iBT
Listening & Reading | Speaking & Writing
0.5 | 8.0 | 5.0 | 140-143 | B1 Preliminary (140-143) | 550-565 | 240 | 45-47 |
0.6 | 8.2 | 144-147 | B1 Preliminary (144-147) | 570-590 | 250 | 48-50
0.7 | 8.4 | 148-151 | B1 Preliminary (148-151) | 595-615 | 51-53

1.4 | 9.8 | 168 | B2 First (168) | 760-780 | 300 | 74-77
1.5 | 10 | ≧6.0 | ≧169 | B2 First (≧169) | ≧785 | ≧310 | ≧78 |
Mr. Tien predicts that UEL’s admission scores this year will decrease by about 0.5 to 1.5 points compared to last year. This is because scores on the high school graduation exam for both English and math have decreased. Five of the six admission combinations at the university include both of these subjects, while the remaining combination is A00 (Math, Physics, Chemistry).
Popular majors such as international business, e-commerce, international economics, marketing, and economic law usually have high levels of competition and attract many applicants, so the admission scores may decrease more than the aforementioned amount or remain the same.
Conversely, the entry requirements for newer, less competitive majors are likely to decrease by more than 1.5 points. These include civil law (English program), applied mathematics in economics, management and finance (English program), financial technology (Co-op program), and management information systems (Co-op program).
This year, UEL is admitting 2,700 students through three methods: direct admission, priority admission as regulated by the Ministry of Education and Training and Vietnam National University - Ho Chi Minh City; admission based on high school graduation exam scores; and admission based on competency assessment test scores.
Tuition at the University of Economics and Law for the 2025 academic year is 31.5 million VND per year for Vietnamese programs, a 4 million VND increase compared to last year. For English programs, tuition is 65 million VND, an increase of over 7 million VND.
Tuition fees for over 100 universities
Last year, the admission scores based on high school graduation exam results at the University of Economics and Law ranged from 24.39 to 27.44 out of 30. E-commerce had the highest entry requirement.
