Proposed ban on parent associations 'pressuring' non-contributors

Parent associations are not allowed to set contribution levels, coerce, or pressure those who do not contribute to funds, even if the majority agrees, according to the Ministry of Education's proposal.

If approved, a new circular will replace current regulations from 2011. The Ministry of Education and Training stated that existing regulations have revealed several limitations, such as inadequate coordination mechanisms between families and schools, inconsistent management and use of voluntary contributions, and instances of over-collection and improper fundraising in some areas.

This content is outlined in the draft charter for student parent representative boards, which the Ministry of Education and Training announced on the afternoon of 7/8, inviting public feedback until 17/8.

Compared to the feedback collection from schools and localities in mid-July, this draft clearly outlines actions that parent associations are prohibited from undertaking. Specifically, student parent representative boards (parent associations) are tasked with coordinating with schools to carry out certain activities. They represent parents of a class or school in dialogues, exchanges, and recommendations with teachers and the board of directors regarding care, nurturing, management, and education.

Parent associations are not allowed to interfere with the school's governance, administration, and professional operations. They cannot unilaterally establish fees, set contribution levels, or solicit and coerce others into participating. All support must adhere to the principle of voluntariness. The opinion or decision of the majority of parent association members does not imply that everyone must agree to contribute.

Parent associations are prohibited from pressuring, discriminating against, or disadvantaging in any form teachers, parents, and their children if they do not contribute or participate in association activities. They are also prohibited from collecting, providing, using, or publicly disclosing information about individuals within the school in violation of regulations. Parent associations cannot collect or receive donations for the school, nor do they possess legal personality or exploit the name of the parent board to operate beyond their authorized powers.
