On 14/1, Nguyen Huu Ha, Chairman of the Lam Thanh Commune People's Committee (PPC), stated that the affected schools include Chau Nhan, Hung Nghia, Hung Loi kindergartens and Hoa Binh Primary School, which were formerly under Hung Nguyen district. Of the five people who lost their jobs, four were medical staff and one was a library equipment staff member.
The reason is that the 2025 staffing allocation decision by the Nghe An Provincial People's Committee (PPC) does not approve salaries for these positions from the commune budget.
"I am older and have strived for many years to secure a permanent position, but have not had the opportunity," one person shared, expressing worry upon hearing the news.
The head of Chau Nhan Kindergarten reported that due to its semi-boarding operations, the school has unique needs and cannot function without medical staff. The school plans to retain two staff members temporarily, using saved funds for salaries. However, this is only a temporary solution due to limited funding, making long-term maintenance difficult.
According to Nguyen Huu Ha, Chairman of the Commune PPC, if schools can balance their own budgets, they can continue to contract these staff members. Additionally, the commune health station has sufficient personnel and will assign staff to monitor and provide professional support when necessary.

Over the past two months, hundreds of contract staff and teachers in Nghe An schools have been anxious, not being included in the approved staffing framework, and facing unpaid salaries.
Nghe An province currently has 63 contract teachers and 148 contract staff (school health, library equipment, cashiers, accountants). Many have worked and contributed to social insurance for over 20 years, some even 29 years; however, most receive only grade one salaries (around 5 million VND), and some even receive only 85% of this amount. Due to many years without permanent position quotas or failing to meet recruitment requirements, their livelihoods and employment remain precarious.
The Department of Education and Training (DOET) leadership indicated that monitoring and managing this group currently faces challenges. The reason is that many have signed long-term contracts and have worked at multiple units. Contract formats are also inconsistent: some signed directly with the school, while others signed directly with the former district level.
This agency has proposed that the Department of Finance (DOF) provide an opinion on continuing to allocate funds to pay contract teachers and staff. The DOET also compiled a list of contract workers and sent it to the Department of Home Affairs (DOHA), along with a detailed assessment of their current usage, to advise and submit to the Nghe An Provincial People's Committee (PPC) for allocating quotas to educational institutions.
According to a report at the Provincial People's Council (PPC) session in 7/2025, Nghe An has over 46,000 education staff, lacking over 4,000 people in preschool and general education. However, recruitment is slow, with nearly 1,600 approved permanent positions unused.
