On 15/12, the Hao Duoc commune police reported that administrative violation records were issued against two female students. The violation was for deliberately causing harm to another's health without criminal prosecution, as per Article 7 of the government's Decree 144.
The incident occurred at noon on 25/11. Due to a personal conflict, the two 9th-grade students rode electric bicycles to the gate of Lac Long Quan Secondary School. They blocked the path of a 7th-grade female student, forced her onto their vehicle, and drove her to a nearby cemetery. There, they handed a phone to another friend, instructing them to record the assault, edit the video, and then upload it to social media.
The victim's family discovered the incident and promptly reported it to the school and the commune police. The 7th-grade student underwent a health check, with doctors diagnosing a soft tissue injury to the head.
The Tay Ninh provincial Department of Education stated that, according to the Ministry of Education and Training's (MOET) new Circular on student commendation and discipline, disciplinary actions such as warnings and forced expulsions have been abolished.
Consequently, the highest disciplinary measure for the two students involved in the assault will be self-criticism and a classroom reminder. The school will also assess the conduct of these two female students at the end of the semester and the academic year.

Incidents of student violence have occurred frequently since the beginning of the academic year, with some cases resulting in fatalities. For typical incidents, the highest disciplinary action for students who assault or bully peers is writing a self-criticism report, confirmed by their family, according to MOET's Circular 19, effective from 31/10.
