In a decision issued on 26/1, the Prime Minister instructed the Ministry of Health to take over and manage Agriculture General Hospital in its current state. Concurrently, the Ministry of Agriculture and Environment is responsible for reviewing and inventorying all personnel, finances, assets, and documentation to ensure a smooth and transparent handover process.
This merger aims to streamline the organizational structure, enhance operational efficiency, and promote autonomy, aligning with the policy of reforming public service units.
This decision is part of the public healthcare system restructuring roadmap proposed by the Ministry of Home Affairs in late September 2025, implementing Central Resolution 18. According to the Ministry of Health's direction, leading hospitals such as Bach Mai, K, Viet Duc, and Cho Ray will play a core role in treatment and research. Other units will merge with larger hospitals, be transferred to local authorities, or become practical training facilities for medical universities.
Established in 1967 as a wartime infirmary, Agriculture General Hospital has grown into a first-class facility over half a century, with three locations: Ngoc Hoi street, Dang Tien Dong street in Ha Noi, and Do Son in Hai Phong.
The receiving entity, Viet Duc Friendship Hospital, is a leading special-grade surgical hospital, currently operating two facilities in Ha Noi and Ninh Binh.
In early January, Hospital 71 and the Central Rehabilitation and Nursing Hospital were also transferred to Ha Noi Medical University, with the aim of becoming a general hospital and a practical training facility for students.
