The Drug Administration of Vietnam issued the recall on 16/11, following quality control sampling by the Lam Dong Province Center for Drug and Cosmetic Testing at Ngoc Dung Pharmacy in Ward 9, Da Lat City. Test results revealed the product's sun protection factor (SPF) was 2, a significant discrepancy from the "SPF 45+" declared on the packaging.
Authorities also discovered the product's origin was unclear. Specifically, the declaration submitted by the business registered the product as a "soft body whitening cream" without any sun protection function or SPF rating. Consequently, the "SPF 45+" label affixed to the product sold in the market is invalid.
The infringing product batch is fully named A Cosmetic Mem Perfume Protect Whitening Body Cream Moisture Whitening SPF45+, packaged in a 150g jar, batch number 262024. Phuong Anh Cosmetic Investment Service Trading Production Company Limited in Tan Phu District, Ho Chi Minh City, is responsible for marketing the product. The manufacturer is Kachi-H Cosmetic Production Company Limited in Tay Ninh Province.
Following this violation, the Drug Administration of Vietnam instructed provincial and city health departments to notify businesses and pharmacies to immediately cease trading and using the product batch, and to return it to their suppliers. The health departments are responsible for overseeing the recall and destruction of all infringing products, and for disseminating information to ensure public awareness and prevent use.
The Drug Administration of Vietnam also requested the Lam Dong Province Health Department to inspect Ngoc Dung Pharmacy's compliance with cosmetic business regulations and to coordinate with relevant agencies to trace the batch's origin. Phuong Anh Company and Kachi-H Company are required to cooperate closely with authorities to verify and clarify the incident.
The sun protection factor (SPF) measures a product's ability to protect skin from the sun's UVB rays. According to health experts, using fake or low-quality cosmetics can introduce harmful ingredients, causing irritation, long-term skin damage, and even allowing toxins to be absorbed into the body.

In recent times, authorities have uncovered numerous cases involving the production and trade of fake or substandard drugs and cosmetics. Most recently, Nguyen Quoc Vu, husband of businesswoman Doan Di Bang, along with two others, were accused of producing over 1,600 fake sunscreen products. On 13/11, the Drug Administration of Vietnam also suspended circulation and recalled LYZEEN Whitening protective spectrum sunscreen SPF50+ PA++++, identifying it as a counterfeit product.
