On 13/7, Tuyen Quang provincial police announced that all 19 individuals have been indicted by the Security Investigation Agency. They face charges of abusing their position and power while on duty, under Article 356 of the Penal Code.
Among the initial four individuals indicted, two prominent figures were Nguyen Ha Duy, a math teacher at Tuyen Quang specialized high school, and Tran Thi Thu Hang, vice principal of Nguyen Van Huyen high school.
Hang served as the head of the examination center at Tuyen Quang specialized high school. In this role, she was responsible for overseeing the center's operations. Duy was the secretary of the same examination center.
Police allege that Hang directed and instructed several proctors to provide assistance to students during the math exam. Acting on the head's instructions, suspect Duy reportedly "entered the exam room and directly guided" some students on how to complete the math exam.
Investigators stated that the suspects' actions severely compromised the regulations of the national high school graduation exam, undermining its objectivity, fairness, and transparency, and sparking public outcry. Initial findings suggest the suspects were motivated by a desire for academic achievement.

During a press conference, Hoang Minh Canh, deputy director of the Department of Education and Training, announced that officials had met with parents and students at the Tuyen Quang specialized exam center to "listen to their opinions and aspirations." Following this review, the Department submitted a proposal to the provincial People's Committee, recommending that the Ministry of Education and Training allow students from Tuyen Quang specialized high school to retake the math exam.
The investigation began after the Ministry of Education and Training released the national high school graduation exam results on the morning of 1/7. Tuyen Quang specialized high school drew scrutiny when over 290 of its 328 students, with exam identification numbers ranging from 080163xx to 080166xx, scored 9 points or higher in math. Notably, more than 140 students achieved perfect scores.
