On 4/10, Ho Chi Minh City Police announced the arrest of Luu Thanh Binh, 39, along with 11 others on charges of property theft.
According to the investigation, Binh purchased live cats, gathered them in Thoi An ward, and then resold them. To secure supply, he connected with individuals specializing in cat theft.
These individuals recruited accomplices, forming multiple groups operating in Dong Thanh commune, Hoc Mon commune, Tan Thoi Hiep ward, and An Hoi Tay ward.
The groups divided territories, traveling by motorbike to residential areas to find cats. They typically operated from 23h (11 PM) to 4h (4 AM) when streets were deserted. The groups either made their own traps or bought them from Binh.
According to their statements, each group caught approximately 4-10 cats per night. The cats were then collected and handed over to Binh.

On 8/7, Dong Thanh commune police inspected and uncovered the group's activities, seizing 50 cats, 55 traps, two scales, and various exhibits.
During the investigation, the 12 individuals admitted to stealing and selling approximately 2,700 cats during their operation. In addition to those supplied by these groups, Binh also purchased cats from many other individuals for resale.
Of the 50 seized cats, police verified and returned 13 cats to 13 residents. The remaining cats were received and cared for by the HAVEPAWS Social Center while authorities continue to identify their owners.
Police urged those who lost cats to contact Dong Thanh commune police or the HAVEPAWS Social Center in Binh Hung commune to provide information, identify their pets, and complete procedures for their return.
