The identities of the three individuals have not been disclosed.
The case was uncovered during a surprise inspection of Thai Ha General Clinic, located at 11 Thai Ha Street, Dong Da Ward. This inspection was conducted by the Hanoi Police's Internal Political Security Department and a healthcare inspection unit from the Hanoi Department of Health.

According to the police, clinic staff prescribed unnecessary services to customers. These procedures were not listed in their technical service catalog or lacked therapeutic effect. Examples included: circumcision, infrared therapy, and shortwave therapy.
Clinic staff also arbitrarily altered customer test results to exaggerate the severity of conditions, aiming to extort more money.
Furthermore, without proper licensing from regulatory authorities, the clinic produced and sold traditional medicine. Raw materials, production areas, and packaging facilities were substandard. Product quality was unverified, despite being advertised as produced with modern technology.
According to investigators, the ringleader instructed staff to open personal bank accounts to receive patient transfers. This practice allowed them to keep billions of Vietnamese dong off the books and evade taxes.

Individuals who have used services at Thai Ha General Clinic are urged to contact the Investigation Security Agency at 58 Vu Trong Phung Street, Thanh Xuan District. They can report their experiences and ensure their legal rights and interests are protected.
