The investigation revealed that around 2h on 12/4, a group of 17-year-old youths from My Loc commune visited a local motorbike repair shop to fix and observe modified bikes. The 17-year-old shop owner stated that modification workshops in Tay Ninh, Dong Thap, and Ho Chi Minh City often arrange to meet on sunday mornings at Tan Thanh beach tourist area in Dong Thap for street races. He then invited eight additional youths to accompany them to watch, cheer, and test the modified vehicles.
About an hour later, upon reaching Gia Thuan commune in Dong Thap, this group encountered seven more youths, and they decided to engage in a race.
By 6h, on their return journey to Tay Ninh, the two groups, riding 25 modified motorbikes with license plates removed or covered, continuously rode abreast, revved their engines, performed wheelies, swerved, and weaved along the national highway 50 bypass, provincial road 830, and national highway 50. This "performance" spanned approximately 14 km through Can Giuoc, Tan Lan, and My Le communes, frightening many commuters.
Afterwards, Thuan, Trung, and Tran Nghia, 18, from Phuoc Ly commune, Tay Ninh province, posted videos of the racing on social media platforms to showcase their "achievements".
