On 16/6, the Vinh Tuy Ward Police issued an emergency apprehension order for Vu Anh Dung, Dang Trung Hieu, and Nguyen Viet Hoang, to investigate their alleged intentional infliction of injury.
Police are currently pursuing the remaining suspect, Nguyen Van Minh, and have called for him to surrender for leniency.

The incident occurred on the evening of 14/6 when a 42-year-old man drove his wife and child to visit relatives at the New Horizon apartment complex, parking his car in the basement. Upon leaving, he was informed the parking fee was 160,000 VND.
Believing the fee was unreasonable, the driver refused to pay. In response, the three security guards – Dung, Hieu, and Hoang – came to address the situation. Unable to reach an agreement, an argument ensued between the parties.
Around after 0h on 15/6, Minh, also a security guard, arrived and the dispute escalated. When a passenger accompanying the driver began recording the incident on a phone, Minh kicked the device away and repeatedly struck the person. Subsequently, the three other guards also joined, using weapons to attack the driver. The altercation only stopped when the driver fled the apartment complex.
The incident resulted in one person suffering a broken right hand, while the car driver sustained a gash to his forehead.
The New Horizon project currently has two management boards and employs two separate security teams. One team handles security for the apartments and internal roads, while the other manages the two basement parking levels.
