On 8/5, the Investigation Security Agency of Ha Tinh Provincial Police announced the prosecution of 6 individuals: Le Dang Lieu, 41; Le Van Hung, 43; Bui Dinh Dung, 38; Le Manh Hung, 45; Nguyen Van An, 32; and Nguyen Duy Manh, 39. They face charges of falsifying documents of an agency or organization and using fake documents of an agency or organization, as stipulated under Article 341 of the Penal Code.

Lieu serves as the director of Hathaco Joint Stock Company, while the other individuals held roles such as laboratory head, project manager, and supervision consultant.

Investigators allege the group colluded to falsify thousands of construction material testing reports for numerous projects across the province.

During inspections of several projects, authorities uncovered evidence of falsified material testing results. These fabricated results were used to legitimize quality management records, enabling project acceptance and payment processing at LAS-XD 909 Specialized Construction Laboratory, a facility operated by Hathaco Joint Stock Company.

Authorities state that creating fraudulent construction material testing documents compromised the safety and quality of the affected projects.

The investigation is ongoing to determine the actual quality of construction materials and completed projects, and to assess the full extent of the damages.
