On 30/7, Anh, a resident of Bac Nha Trang ward, faced charges from Khanh Hoa Provincial Police and was prohibited from leaving her residence. The investigation concerns the crime of entrusting a vehicle to an unqualified driver for road traffic, under Article 264 of the Penal Code.
Previously, on 4/5, Smoliakov Konstantin, a Russian national, drove a motorbike home after consuming alcohol. When he reached Tran Phu street, near 2/4 Square in Nha Trang ward, he lost control of his speed and steering, colliding with a woman in her 70s who was crossing the street, causing her death.
Smoliakov's blood alcohol concentration at the time of the test reached 268,8 mg/100 ml of blood. This level was more than three times the highest penalty threshold for alcohol violations.
Police later charged and detained Smoliakov for violating road traffic regulations.

Further investigation revealed that Anh, a hotel receptionist, rented the motorbike to Smoliakov despite her knowledge that he lacked a driver's license and other legal requirements.
Following the incident, police advise motorbike rental businesses serving foreigners to enhance responsibility. They should only rent vehicles to qualified individuals and proactively guide tourists on road traffic laws.
