On 22/1, seven teenagers created a chat group on social media named "Di Bao", inviting others to gather for high-speed motorcycle rides. The group subsequently invited more individuals, agreeing on a time and place to meet in Dong Hoi for their "Di Bao" ride.

Around 11 p.m. on 24/1, the group traveled along F325 Road to National Highway 1, crossing Nhat Le 2 Bridge, and then along Vo Nguyen Giap Street towards Nhat Le 1 Bridge.

According to authorities, during their journey, the group rode at high speeds, swerving erratically on the road, and collided with each other on Vo Nguyen Giap Street. One motorcycle, carrying three people, skidded and crashed into the median strip, killing all three instantly. Another motorcycle, carrying two people, resulted in two injuries, and those individuals were taken to the emergency room.

Through camera footage and testimonies, police identified 17 related individuals, primarily teenagers aged 14 to 19. The police investigation agency summoned 12 individuals for questioning.
