According to investigators, the case began with suspicions of organized drug use at a hotel in the area. Authorities identified Nguyen Bao An (31) as the primary drug supplier. An directly delivered drugs to Tran Nhat Quang (27), who then distributed them to other contacts.

Investigators determined that this group operated discreetly, primarily using hotels, apartments, or rented houses as their "staging grounds." To evade authorities, they communicated only through personal connections, prepared their own paraphernalia, and divided into small groups for drug use.
