The Thanh Hoa Provincial Police's Economic Police Department (PC03) announced on 16/7 that its investigative agency has indicted nine defendants for forging documents of agencies and organizations, and illegally trading invoices and state budget payment receipts.
According to the investigation, Le Thi Hong, Director of Central Construction and Testing Joint Stock Company, along with Deputy Director Dao Xuan Truong, directed Trinh Ba Quang, the laboratory manager, and employees Chung Van Thai and Dam Van Hung, to create fraudulent construction material testing records for numerous projects.
This group allegedly did not collect samples at construction sites or perform technical tests. Despite this, they prepared sample collection reports and test results, then signed and stamped them for inclusion in project quality management files. These falsified documents were subsequently used by contractors as a basis for acceptance and payment processing. Investigators determined that the defendants fabricated hundreds of construction material testing result slips.

Authorities stated that these actions not only distorted project quality management records but also posed potential risks to project quality, durability, and safety. This misconduct also infringed upon economic management order within the construction investment sector.
Expanding the investigation, police also determined that from 9/2024 to 6/2025, Le Thi Hong and related individuals illegally traded a significant volume of value-added tax invoices. This was done to legitimize input costs for tax declarations.
The invoice trading was facilitated through Viet Tri Dung Trading Service Co., Ltd., directed by Pham Van Dung, with the involvement of Truong Thi Mai, Nguyen Thi Tuyet, and Do Thi Ai. Their participation aimed to legitimize accounting documents and conceal the violations.
Currently, the investigative agency has indicted nine defendants. Among them, Le Thi Hong, Dao Xuan Truong, Trinh Ba Quang, Chung Van Thai, and Dam Van Hung have been arrested for temporary detention.
