On 14/8, Son, a resident of Yen Dinh commune, Thanh Hoa province, was charged and detained by the Hanoi Police Department for investigation of disturbing public order.

Earlier, at approximately 7 a.m. on 4/8, a bus carrying over 40 passengers, driven by Nguyen Minh Tuan, was traveling on ring road 3 towards Phap Van. Approaching alley 124 Nguyen Xien street, Thanh Liet ward, the bus slowed due to heavy traffic.
At the same time, Son was driving a 7-seater car alongside the bus in the emergency lane and attempted to merge. When Tuan didn't yield, Son became upset, believing Tuan was deliberately uncooperative, leading to an argument.
Son then boarded the bus, removed the key, and left. Without the key, the bus couldn't move, causing a traffic jam on ring road 3. Many passengers had to disembark and stand in the emergency lane in nearly 40°C heat. About an hour later, the bus resumed its journey using a spare key.

From a legal standpoint, legal expert Be Thi Huong (ARC Hanoi Law Firm) advises that when driving, even if conflicts arise leading to a loss of emotional control, acting impulsively can harm others' health and reputation, while also leading to legal trouble. "Stay calm and never resort to violence," she said.
Equipping vehicles with dashcams and gathering evidence to report to authorities is always the most appropriate and safe course of action. "Practicing courteous road behavior is not only a responsibility to the community but also a way to protect oneself from legal risks," Huong added.
