40-year-old Kieu, a resident of Cam Trung commune, has been prosecuted for "Violation of regulations on road traffic participation" under Clause 2, Article 260 of the Criminal Code. The procedural decisions were approved by the People's Procuracy of Ha Tinh Area 1 and announced on the afternoon of 31/7.

According to the investigation, at approximately 9:45 AM on 8/7, Kieu was driving a Ha Tinh-registered truck on provincial road 553. Upon reaching the intersection with district road 131, in the former Cam Binh commune, Cam Xuyen district, the truck collided with a motorbike driven by a 57-year-old man, who was carrying his wife of the same age.

The impact caused the couple to fall onto the road. The husband died at the scene, while his wife was taken to the hospital but did not survive. The motorbike was dragged under the truck and severely damaged.

The investigation concluded that Kieu failed to heed road signs and did not reduce his speed when approaching the intersection, which had speed bumps and warning signs indicating a dangerous intersection with a non-priority road. This negligence resulted in the accident.
