On 3/2, Phu Tho Provincial Police announced that the Investigative Police Agency indicted Nguyen Huu Cuong, 52, a Hanoi resident, for "violation of road traffic regulations" under clause 1, article 260 of the Criminal Code.

According to police, the incident occurred on the morning of 2/1. Cuong was driving a Lexus, transporting his wife and children on National Highway 15, from Mai Ha commune to Mai Chau commune. He stopped in sub-quarter 3, Mai Chau commune, to have breakfast. This section of the road had "no stopping, no parking" signs.
After his wife and children exited the vehicle, Cuong opened his car door "without observing traffic behind." At that moment, a woman riding a motorcycle with a 5-year-old child approached in the same direction. The motorcyclist collided with the newly opened car door and fell onto the road.
Simultaneously, another car approaching from behind ran over the child, who died at the scene. Police determined the main cause of the accident was Cuong violating road signal regulations and opening the car door unsafely.
