On 27/12, Hanoi City Police announced the temporary detention of Tran Quoc Luong, 37, and his father, Tran Nhat Hoa, 66. The detention is part of an investigation into their alleged involvement in disturbing public order.

Police reports indicate that on the afternoon of 25/12, Luong and a 39-year-old neighbor, both residents of Pham Hong Thai in Hong Van commune, engaged in a heated argument. Hoa intervened, sending his son back into their house.
However, the conflict escalated later that day. At 16:00, Luong opened his gate and released his dog onto the street, where he again encountered the neighbor and his wife, leading to another verbal confrontation. Witnessing this, Hoa repeatedly struck the neighbor in the face.
Concurrently, Luong reportedly directed the dog towards the ongoing scuffle involving his father, and the animal proceeded to bite several individuals, including the neighbor and his wife.

The 39-year-old man sustained multiple injuries as a result of the attack. Despite attempts by witnesses to intervene, the dog continued its aggression, exacerbating the situation and causing significant public disorder in the residential area.
A local resident who witnessed the event described the dog as a Pitbull breed, weighing over 30 kg. They added that when Luong released it, the dog also bit a woman standing nearby, exhibiting "very aggressive" behavior.
