On 15/9, Phan Vo Kieu Truc Linh, 33, was prosecuted by An Giang Provincial Police. She faces charges of mobilizing an unqualified person to operate a waterway vehicle and has been forbidden from leaving her residence.

The investigation revealed that Linh assigned Nguyen Hong Hai, 57, a resident of Son Kien commune, An Giang province, to operate canoe AG-26751. Hai, however, was not qualified to operate such a vessel.

The canoe capsized on 11/7 in the waters off Hon May Rut Ngoai, within the An Thoi area of Phu Quoc. The incident resulted in 36 people falling into the sea, with 21 rescued and 15 fatalities.

Hai had previously been arrested for violating regulations on operating waterway vehicles.

Police are continuing their investigation into the causes and actions of all individuals involved, to ensure appropriate legal action.
