Three directors indicted for falsifying documents to buy social housing

Three directors, along with an accountant and a real estate agent, are accused of falsifying numerous documents in applications to buy social housing for illicit gain.

Phu Tho provincial police announced today that the Security Investigation Agency has initiated two criminal cases. These cases target five individuals being investigated for forging documents and seals of organizations: Nguyen Van Hieu, 48, director of HM Vietnam Investment Co., Ltd.; Tran Trong Duc, 47, director of Duc Nhat Vina Co., Ltd.; Pham Thi Thuy, 35, a real estate agent; Dam Dinh Manh, 35, director of CTT Construction Joint Stock Company; and Nguyen Thi Huong, 38, an accountant at Duy Manh Investment Construction Joint Stock Company.

According to police, the two groups exploited the policy promoting social housing development. They processed social housing applications for properties in the 11-story area of an urban housing project spanning Khai Quang and Lien Bao wards. The defendants allegedly falsified various documents, including certificates confirming eligibility for social housing benefits, income verification, and labor contracts from companies in industrial parks.

These forged documents were used to illicitly acquire social housing units. The defendants then purchased and owned these units, subsequently making illegal profits from unsuspecting buyers.

Initial investigation results show Hieu and Duc falsified documents for two social housing application sets. Thuy, in collaboration with Manh and Huong, created forged documents for 10 social housing application sets.

Police assessed that these violations directly impacted the legitimate rights of individuals genuinely needing social housing in the province.
