The operation, led by the Cybersecurity and High-Tech Crime Prevention Department (A05) of the Ministry of Public Security in collaboration with Bac Ninh Provincial Police, resulted in the arrest of 19 suspects.
Police initially identified Dinh Duc Phung, residing in Ho Chi Minh City, as the ringleader, operating the system under the alias "Simon". Phung was also identified as one of the system's senior managers in Vietnam.
Additionally, Phung Duc Luyen, known as "Lidas", served as a junior manager and handled customer care. Tran Nguyen Nhat Tien, alias "Felix", was the backend development team leader, while Vo Thi Duyen, alias "Cici", managed the social media team.

The ring involved other suspects assigned to various roles, including programming, website design, marketing, sports commentary, Telegram group administration, and customer care. They formed a professional operational system, functioning like a tech company.
The ring built a closed ecosystem for its gambling operations, comprising numerous websites, applications, live football streaming platforms, social networks, and promotional systems designed to attract players. Its management systems and servers were located abroad, complicating the collection of digital evidence and the tracing of money flows.
Before its dismantling, the Fi88 and KingGroup online gambling system operated in Vietnam, the Philippines, and Cambodia, boasting over 30,000 members and transaction volumes reaching thousands of billions of dong.

According to police, individuals involved in management, software development, system administration, SEO, media, website design, marketing, customer care, and operating the online gambling system received salaries ranging from USD 1,600 to USD 4,000 per month (42 million to over 102 million dong). Many were paid in cryptocurrency.
