Ho Chi Minh City Police announced on 13/10 that Xuan, 32, from Tay Ninh, is wanted for "using computer networks, telecommunication networks, and electronic devices to appropriate property." He is accused of organizing a sophisticated scam ring with Hoang Trong Vy, offering fraudulent cash withdrawal services from credit cards. After Xuan fled his residence, his case was separated for further investigation.
Beginning in February 2022, the group established a company, acquired customer data, and launched a website. They then hired staff to impersonate bank employees, calling potential victims and offering seemingly simple, fee-free credit card cash withdrawal services.
Once customers agreed, the staff requested sensitive card information and one-time passwords (OTPs) under the guise of completing transactions. The ring then created fictitious payment transactions through various online stores. They would transfer only a portion of the money back to the customers, keeping the substantial remainder for themselves.

According to the Ho Chi Minh City People's Court verdict, between February and December 2022, the operation executed 7,012 transactions, totaling VND 136 billion. While VND 112 billion was transferred back to customers, approximately VND 24 billion was appropriated from over 200 individuals.
On 27/2, the Ho Chi Minh City People's Court sentenced Hoang Trong Vy to 16 years in prison for his role. The trial panel determined that Vy and Xuan were the primary organizers, masterminds, and commanders who instructed other defendants to commit the crimes. In connection with the case, 30 other defendants received sentences ranging from two years suspended imprisonment to 14 years in prison for the same charge.
