The Thanh Hoa Provincial Police Investigative Agency indicted 15 individuals on 3/5 for disturbing public order, including alleged leaders Tran Ho Tien Dung, 23, and Nguyen Quang Duc Thang.

The investigation revealed that late on 28/3 and early on 29/3, two youth gangs rode unregistered motorbikes, armed with knives, swords, baseball bats, and beer bottles. They traveled through streets such as Duong Dinh Nghe, Le Loi Boulevard, and the areas around Phu Son Bridge and Dong Huong Bridge.
While on the road, these groups rode abreast, swerving and weaving erratically while revving their engines, creating a significant disturbance.
Upon encountering each other, the two groups attacked with weapons and engaged in a chase across several streets, creating substantial accident risks and endangering public safety.
The Hac Thanh Ward Police, in coordination with other specialized units, extracted camera footage and reviewed social media information to identify the suspects. Their investigation concluded that the conflict stemmed from online challenges, which led to an arranged meeting for a violent confrontation.

Investigators identified two primary groups involved in the disturbance: the "city" group, led by Tran Ho Tien Dung and Nguyen Quang Duc Thang, 20, and a second group, organized by Nguyen Duc Thang from Sam Son Ward.
Before the incident, the "city" group reportedly gathered at a karaoke bar, prepared their weapons, and then sought out their rivals for a confrontation.
Beyond the 15 individuals indicted, authorities are classifying minors who are not criminally responsible, intending to transfer them to their families and local authorities for supervision and education.
